Correct order to compile gnu tools

Hello,

        I want to recomplie GNU tools on Solaris 8 workstation
        from scratch. But, as I know, the order to compile
        GNU tools and other library is quite important.
        My questions is,

        1) what is the correct order to complie those tools,
           a) pre-compile GCC on /opt
           b) binutils
           c) GCC
           ?) library
           ?) ghostview and jpeg library
                   ?) perl
                   ?) m4
                   ?) ...

        2) What is the best practice to maintenance /usr/local ?
        3) Any good web sites or resources available ?
