cpu load very high

Dear List,

Problem: a user app running multiple instances is causing load avg's
to go to 20.00 and beyond, causing overall server performance degradation.

The architecture:

SunFire 280-R, Solaris 9+Recommended.
4GB RAM
2 disk, Seagate 60gb, SCSI-3.
8GB swap
metadevicing is being used, there are 3 server slices (/, /var, /usr)
and they are mirrored across both disks.

The application according to top is 'emumail.cgi', a compiled perl
module that is running out of apache, which is Sun's apache included
in Solaris 9.

What is reported by "top" is that RAM is 2500M to 3000M "free",
while "swap" is being used regularly, 500M and up.

I am attempting to reduce the load on the server. Would there be a way
to get more RAM in use and thus reduce the need to go to disk? What
other diagnostics can be run to better focus the load choke point?

No smoke coming out the back yet, but today the load hit 107.00, which
amazes me.. Any helpful suggestions welcomed!

(PS I looked in Cockroft 2nd ed., didn't find much specific to 280-R)
