resetting passwd's

Is there any way i can create an unix ID which can only resets unix user
passwd's and do nothing else. this ID should be able to reset passwords for
all the users in all the groups.I think i can use sudo but not sure how can
i restrict this user to do nothing else.

Any inputs on this is highly appreciated.
