Colin Haffenden identified the problem as incorrect permissions on the
"/" (root) directory. This solved the problems.
One note: I did the OS setup and a Sun Systems Engineer configured the
application. In setting up the application, the Sun SE changed the
permissions to 700 on the "/" (root) directory. Returning the
permissions to 755 solved the problem. (As evidenced by the question,
I didn't the answer and was looking in the wrong direction.)
