at log: ! bad user (testuser)

Managers,
    I am having some problems with the at command. When I issue the
following at the command line of user testuser

$ echo "touch test_file" | at -m HH:MM

test_file is never created. On top of that, no email (-m) is ever sent and
the following shows up in /var/cron/log

> CMD: 1035939360.a
> testuser 4421 a Tue Oct 29 18:56:00 2002
! bad user (testuser) Tue Oct 29 18:56:00 2002
< testuser 4421 a Tue Oct 29 18:56:00 2002 rc=1

I have attempted to recreate the same environment on a newly created
account, newuser, in order to test at functionality. Everything works fine
for newuser. Even adding testuser to /usr/lib/cron/at.allow does not fix
the problem. testuser and newuser were created the same way
(useradd -s"blahblahblah" -s /bin/ksh -m <username>. I have checked the
following items to see if they made any difference.

  - permissions on home directory
  - password age
  - evironment variables set in .profile
  - groups that testuser belongs to

None of these seem to have any effect on testuser's inability to run at
jobs. If anyone out there knows what I might be doing wrong, I would
appreciate any comments/suggestions you may have to offer.
