File system can't handle so many files?

Hi all,

posted a message a while ago about tar failed to write to the system. This
is a related problem.

We have file system on a 36GB disk. We had experience with "NO space left",
"failed to write to disk", "Tar write errr" on this file system. This
happens when we try to untar files or copy files to this file system.

It is a solaris 8 system. The file system will handle a lot of small files.
It is newfs'ed with 2048 byte/inode. I have Gnu tar, the tar file is good.
`df -k` shows capacity at 70% full
`df -F ufs -i o` shows 23% inode used

Obviously there's enough inode and there's still room in the file system.
Any idea?
