user rights

hi,
I am new to X windows environment.
I have just installed Linux Red Hat 7.3.
After successful installation I have made a user 'ABC'
in addition to root. When I try to add user or group
using root account then I am successful but when I
issue the same groupadd command on the terminal of
'ABC', I get the error 'bash:command not found'.
Why I am getting this error?
Does only root has the rights to add or drop the users
and groups?
But I have also red that we should not use root
account more oftenly rather than we should use a
separate user account....so please help me to resolve
this issue.
