Cannot find valid Coldstart file

After performing a sys-unconfig on a server running NIS+ on Solaris 2.6 I am
getting an error indicating that a valid coldstart file cannot be found. "Is
NIS+ installed?"

I have tried removing the host as a client and reinstalling it. Removed the
host from the hosts table on the root master. Reentered it. Removed /var/nis
directory . no etc.rootkey was present, no nis related daemons running.

Then from the rootmaster ran nisclient -co <hostname>
On the host ran nisclient -i -h <rootmasterhostname> -d <nis+domainname>.

Still getting the error. Could not create/find a valid NIS_COLD_START file.
Aborting.

Ping and traceroute is working between the two.

Any help would be appreciated, this is something of an emergency.
