Summary: root can not change user's passwd, or user cannot change passwd only changes are made thru admintool

Thanks to everyone who all replied; Steve Maher, Valeriy Glinskiy,
dana@dtn.com, Ron Dinwiddle, and Ian Clements.

A couple of people made suggestions about processes involving, NIS or NIS+.
We are not using either here. A couple suggested using pwconv, which syncs
the passwd file with the shadow file. I did try that and it failed also, but
gave me a clue to what was wrong. The error returned for pwconv was:

pwconv: ERROR bad entry or blank line at line 16 in /etc/passwd
pwconv: Unexpected failure. Conversion not done.

I had a blank line in the /etc/passwd file, which made it impossible for any
user but root to change any passwords (except its root's own password) using
the command line passwd command.
