format problems and disksuite

I have to identical 18G disks that were perviously mirrored under disksuite. Anyway when I try to copy the vtoc from the primary disk to the mirror I am getting the wrong size from the mirror (missing a few blocks). I completely formatted the mirror, could this be the bootblock?
