400 Mhz cpu seen as 167 Mhz on E4500?

System config:

E4500 with a 400 Mhz cpu (PN 501-4995)
and 1 GB of memory
NVRAM OBP 3.2.16 POST 3.9.4
CPU Memory board PN 501-4882
IO Board PN 501-4883 (see below for detail of
prtdiag)

When system came up, it says it is a 167 Mhz CPU

Any idea what went wrong or where to look?

This is a good running system
