/etc/netmasks with no local network

Hello,

I'd like to set a solaris 8 ( sparc ) box up to not be able to address
the local network ( 192.168.1.0 255.255.255.0 ), but rather
pass everything through it's default gateway 192.168.1.1 ( which is a firewall
that limits it's access to the local network and the outside world ).

Does this mean I want to have nothing in /etc/netmasks? Are there any
other steps I need to take to configure this "properly" ( the way most
other admins would expect )?

Is there a better way to restrict non-root users' access in this
way ( short of having them on seperate physical networks of course )?
