I apologize for the delay in posting a summary, but I had to test things
out, and as luck would have it convince the business side of the house to
allow me to install a third party ftpd package.
Thanks to all who replied (too numerous to list individually), the vast
majority of people said the only way to go was either wuftpd or proftpd. I
ended up going with wu-ftpd, my set up isn't complete yet, but everything
appears to be going great so far.
Thanks again to all who responded.

I have to set up an FTP server that some "not-so-trusted" users will be
accessing. It will not be using anonymous logins. Any recommendations on the
best way to secure the FTP environment. I am basically, looking at trying to
restrict the users to a particular file system, and limiting command access.
And I am stuck with the OS' FTP, I cannot install another version. Any ideas
would be appreciated.
Thanks,
Ben
