Why one interface not sending out packets

Hi experts

I had a sun machine ( E-450 ) with two network cards. Both cards are active
and have IP address of same subnet. With the time my network traffic is
increasing. So i started getting problem of slow response from server.(
This i have checked using ping command with 1500 packet size. i got timeout
error after every 4 pings. so a loss of 20% packets).
When i checked with the "netstat -i " command i found that 2nd interface
(hme1) is showing Ipkts but the is no Opkts.
This means that my second interface is not sending Out Packets and this
could be reason of slow network response.
I need advise on it and how to resolve the issue.
