Creating Statically Linked Executables with F77

My programmer is trying to create statically linked executables with f77 and
he's
telling me that he's missing some libraries, i.e:

libICE.a
libSM.a
.
.
etc.

I see libICE.so, libSM.so, but not the .a's. Any idea where I can get these
libraries?
