error when launching solstice is it part of the OS entire distribution?

I just installed the entire distribution of Solaris 8 and when
I try to run solstice I get this error

Solstice Registry Error -14
unable to locate registry
Check whether Adminsuite software is installed?

Is adminsuite not part of the OS install?
If not what is the package name I need to install?
