Strange network stuff -- Part 2

Hello all again,
i checked for file permissions and process ownerships and such, and they
are all the same as on any of my other solaris machines running apache and
postfix. But I noticed one new thing - if i try to telnet out as any user
besides root, i get:

bash-2.05$ telnet www.yahoo.com 80
res_init: socket: Permission denied
www.yahoo.com: Unknown host

so this is definetely not a simple issue of apache and postfix not
behaving correctly. It seems like there is some security feature in place
that prevents anyone besides root do network stuff?
