Slow server response (Will summarize)

Hello Guru's

We have a Sun server with 4-360's that is running as our mail server. It
is running Sol8. When the load on the machine gets to about 35 telneting
to both 110 and 25 take over 15 seconds. When sshed into the machine
various commands execute without a problem. (IE ls, top, etc..)
As this problem happens to both sendmail and qpopper at the same time I
have eliminated the services. And since local commands execute without any
trouble I have eliminated overloaded CPU's. Unless I am crazy I do not
feel a load avg of 35 is much for this machine.
So that left me with TCP, I have made the following changes:

tcp_xmit_hiwat 65535
tcp_recv_hiwat 65535
tcp_cwnd_max 65534
tcp_conn_req_max_q 1024
tcp_conn_req_max_q0 8192

But, those did not help matters. Any ideas?
