umask and ftp

I'm attempting to ftp a file from one workstation to another. When I do
the file is created with permissions of 644. Changing the umask in the
.cshrc of the sending person has no effect on the permissions when the
file is created on the remote host. Changing the umask in
/etc/default/login on the remote host has no effect on the permissions
of the file created on the remote host.

Does anyone know what the default umask is for a file that is ftp'd to a
remote host (it appears to be 022)? What controls what the umask is for
the file created on the remote host? Is therea way to change it and
how?
