kill -9 does not kill the process

Hi managers,

I am unable to kill the following processes owned by
user1 even as root on a Solaris 8 system.
Tried "kill -9 <pid>" and also did the following :

#su - user1
>kill -9 -1

None of the above worked. Is there any way out to kill
these processes without restarting the system.
Infact, these processes do not seem to be consuming
any cpu time though it is in the "run" state.
