I've used this in the past, where you have to fill in
your own 'c' and 't' numbers in the for loops below.

The format command assumes 'yes' answer to questions
when run in
non-interactive mode.
It also asks to format when a non-labeled disk is
selected.
So the easiest way is to create a command file like
this:
disk 1
disk 2
disk 3
disk 4
[...]
and feed that to format with -f. Each disk in the
list will be
selected, and only if it is unlabeled, it will have a
new label
attached.
