for i loop syntax help

i have a file with hundreds of lines of userids.
i want to write a for loop to do actions with each
userid, e.g.:

for i in $FILE
do
action1 $i
action2 $i
action3 $i
done

i can't the for to reach each line individually, any
help on this is appreciated.
