wanboot ignoring /etc/netboot hierarchy

I've built a wanboot server on a Solaris 9 04/04 server that is serving up
Solaris 10 11/06 images. If I make no customizations the install works fine;
however, if I create a netip/client-id subdirectory under /etc/netboot and the
appropriate customized wanboot.conf and system.conf files wanboot-cgi ignores
those directories and goes straight for the top level files. If I remove the
top level conf files the process complains that it can't find wanboot.conf.
Does anyone have any ideas? No interesting or useful messages appear in the
http logs (we are running bootlog-cgi too) - is there anywhere else I can look
or some kind of verbose switch I can use to see what's going on?
