Solaris 10 slow FTP

I am replacing an old E250 running Solaris 8 with a SunFire210 running
Solaris 10. This is an internet facing server providing Apache, BIND,
Sendmail, and FTP. All is well EXCEPT the FTP transfer times are
incredibly slow compared to the older E250. I have gone through the
network tuning steps and have tried the native FTP server and Proftpd (2
different versions) with no success. This is the way our Web content
management system publishes to our web server so it is crucial that it be
fast (there are a ton of documents and multimedia files being published).
I have tailed the logs and put proftpd in debug mode but I still have no
clue as to what is causing the slow transfer rates. I know that some of
the files have long names with spaces that get converted to underscores but
I don't see any documentation about file name illegal characters. Does
anyone know what could be causing this?
