DST patch testing

For those who had incorrect results in their tests with the DST patches.

The DST will take affect on March 11 @ 2:00AM and November 4 @ 2:00AM
when the time will jump one hour ahead and one hour back respectively.
When doing the test for spring dst change you can test it by setting the
system time to March 11 01:59AM and the time will change to 3:00AM but
DON'T test the fall dst change with the same time. Instead test the fall
dst by changing the system time to november 4 00:59AM.

If you test the fall dst changes the same way as you did for spring the
system will assume that the clock as already gone pass the 1:00AM window
on a normal cycle and no further time change is required and you will
notice that the time doesn't change at 2:00AM.
