anon ftp simple question

I have an anonymous ftp server, locked down, and its been running fine
for years. This morning I updated the files in etc/ usr/ and lib/ within
the anonymous area. I do this once or twice a year because patching the
OS libraries and binaries does not patch the copies in the anonymous ftp
area.

Unfortunately doing so has broken something. Passive ftp (connecting to it
with a web browser) no longer lists the file names. They are there, and can
be accessed as would be expected, but they are not displayed. Doing an "ls"
when ftp-ing from the command line is perfectly normal.

So my guess is that there is a new library or file needed for anonymous ftp
that was added in the last year or so. Any ideas what? The files I copy
into my anonymous ftp dir are:
bin -> usr/bin
usr/bin/ls (mode 0111)
usr/lib/ld.so.1 (mode 0644)
usr/lib/libc.so.1 (mode 0644)
usr/lib/libdl.so.1 (mode 0644)
usr/lib/libmp.so.1 (mode 0644)
usr/lib/libnsl.so.1 (mode 0644)
usr/lib/nss_files.so.1 (mode 0644)
usr/lib/security/pam_unix_session.so.1 (mode 0644)
bogus etc/passwd
bogus etc/group
timezone maps (usr/share/lib/zoneinfo/US/Central)
usr/platform/${UNAME}/lib/libc_psr.so.1

an ldd of usr/bin/ls does not show any problem...
