limiting password reuse in Solaris

We have a customer who is wanting to apply more stringent password
usage limits. They are wanting to apply minimum password lengths,
account locking for bad password entries, and so forth.
Additionally, they are wanting to keep password reuse limited. That
is, a user can't reuse their password for a certain period of time.

I see where you can set this parameter with Solaris 10, password
history, but they don't have any systems running on Solaris 10 right
now. They have all Sun hardware, running Solaris 2.6 to 9. Is this
possible? If not, are there any freeware add-ons that work to do
this? Thank you. I'll summarize, as usual
