SunCluster SCSI reservation 2 how does it work

I have a sun cluster 3.1 running on Solaris 10 6/06. when I have multiple devices assigned to my cluster and I fail the cluster by

1.Rebooting a node
2. Removing the cross-over cable to cause a split brain scenario

I only see one of my disks being reserved, which is always the quorum. Do the additional disks have to be part of some type of device group in order to also be reserved? Right now the behavior is that only the quorum is the only disk that is being reserved. If you can offer your expertise on SCSI-3 behavior as well that would be greatly appreciated.
