CPU Load Avg on V440

Hi Gurus,
We are running Sendmail Application on V440 (4x1.5 GHz) Server. We have
been asked to setup CPU Load Avg threshold monitor so that if CPU Load
Avg goes high (set limit) it should Alert.
I was going through Google to find acceptable CPU Load Avg for typical
V440 Server but couldn't find it.
What i understood was CPU Load Avg. is # processes waiting in the queue
So if acceptable limit is say 2 /CPU (means at a given time 2 processes
can be waiting in the queue) then for 4 CPU V440 it should be 4*2 =8
So Alert should be sent if CPU Load goes above 8 or something like that.
Can anyone please shed some light on this? What should be the CPU Load
Avg. and how much to be set. I know also depends on Application but
there should be some standard/basis and formula as a starting point
besides just a observation /collect data from BB (Big Brother) and then
decide.
Any Help is greatly appreciated.
