Can anybody suggest why the apache 2 patch

I'd really rather not. I notice it includes a couple of SMF-related
files, the manifest and method, would it be to do with this ? Could I
not do
svccfg import apache2
svcadm refresh apache2
or some such to avoid the reboot ? Or am I missing something ?
