How to set threshold limit to /tmp file system

Hi,
     I have a solaris 9 machine at my work place. It frequently goes to
inaccessible state for users and application. The error message I get /tmp
file system full and swap exceeded the limit.

I did the following work around but it does not help me for a long run.
                      Increase the swap space by adding new swap partition and
swap files
                      Remove files from /tmp directory (login as super user)
                      Reboot the machine it came to normal.

I understood, when users or applications tries to write data on /tmp file
system beyond its limit, the above situation happens.

Since this is a very critical machine. Is there any way out, users should not
allow to write in to the /tmp file system after a threshold limit (say 70%) is
reached, but it should allow the application to write data into it.

Can UNIX expertise help me out to solve this issue?
