xntpd and gps

Hi Managers,

I just bought a Garmin 18 GPS receiver and hooked it up to an RS232
port. I can tip with 4800 baud and see NMEA sentences. Yet for some
reason I am unable to figure out how to set up xntpd to use this device.
I liked /dev/cua/b to /dev/gps0 and configured the server to
127.127.20.0. I get the following error;

xntpd[1564]: [ID 678560 daemon.error] refclock_open: fd 5 TCIOFLUSH
failed: Invalid argument

How come refclock_open doesn't succeed? Has anybody run in to this before?
