Cause of send mail errors (solaris 8)

When I tried to run send mail I was getting the following errors.

/etc/mail/sendmail.cf: line 77: fileclass: cannot open
'/etc/mail/local-host-names': World writable directory

/etc/mail/sendmail.cf: line 492: fileclass: cannot open
'/etc/mail/trusted-users': World writable directory

I had to run the following command to get it to start and work properly

chmod go-w / /etc /etc/mail /usr /var /var/spool /var/spool/mqueue

My question is that I have not changed any folder permissions on my
server for this to be a problem. Last changes I made were to change the
DNS server and my mail host but that was just this afternoon.

Can anyone think of what could have been the root cause of this problem?
I am stomped
