3310 Array Primary controller does not copy firmware over to replaced controller

Good afternoon Sunmanagers,

I have a V480 with an attached 3310 Array. Solaris 8 is the OS and have
version 413B on the Array Controllers. The problem is one of the controllers
failed which was verified by SSCONSOLE and Event Messages. The battery light
also was not lit. Per procedure I replaced this with another controller
V3.66 firmware while the Array was powered on. The controller was already
failed so manually failing it was not possible. While running show
redundancy in SCCLI I did verify that scanning was taking place which should
have upgraded the firmware on the new controller from the Primary
Controller. The status is still showing scanning after 5 hours and never
enables the controller and the battery light is also off on the replacement
controller. The controller was untouched during this time period and the
RAID was never powered off per procedure. My question is why would the
battery light not enable and also how long will this take? I want to try and
reseat this but it does not let me fail the controller saying it is busy. Is
it alright to pull this without failing it first?
