Thanks to all who responded, that was quick!
The solution was to set the following:
eeprom output-device=ttya
eeprom input-device=ttya
It takes a while, but eventually dtautologin does produce an X session
for my BB display.
And a special thank you to Ryan Ashmore for the suggestion to run kbd -a
disable, that should keep the level 1's from just plugging in and going.

Hi all,
I have a machine that I am using strictly as a Big Brother monitoring
console that I would like to remove the kb/mouse from entirely.
Since I'm using X2X to admin this from my workstation I don't need or
want any input devices attached to this.
I have patched this machine up with the null kb/mouse patch and am using
dtautologin to start it, so far no problems with the mouse removed.
X starts and I get the automatic login.
The problem is since it automatically logs in I want to remove the
keboard as well, but when I do this the machine drops all I/O to serial.
This is not what I need, I need the monitor to still display and start
X, just no kb/mouse available for the level 1 admins to mess with.
Is there an OBP setting I can do that will keep the monitor up as the
display when the KB is absent?
