Memory and swap (continued)

For a little clarification, here's the top line of
top:

Memory: 16.0G real, 12.0G free, 11.7G swap in use,
3.1G swap free

Why is the system using only 4 GB, but 11.7 for swap?
Shouldn't it be using the RAM and going to swap when
RAM is getting low?
