Question about oracle

Greetings.

I have a couple of file system which is bounded by Veritas Volumn manager.
and these are used by oracle table space. A problem is that these file
system has been heavyly used so a %b is above 40. Here are my question to
be advised you gurus.

1) I've been heard that file system logging is pretty good for disk
performance. Can I use this feature for a above situations?

2) And I think using raw partiotion for oracle table space is also good
solution. Am I right? or... If so can I change these table spaces to
raw parition easily? and how?
