prtdiag problems

I am having problems running prtdiag as a non-root user on a Solaris 9 box.

$ uname -a
SunOS mybox 5.9 Generic_118558-05 sun4u sparc SUNW,Sun-Fire-V210

$ which prtdiag
/usr/sbin/prtdiag
$ prtdiag
picl_initialize failed: Daemon not responding

I am able to run the prtdiag command as root.
I have tried restarting the picld deaemon and that has not worked.
I have a V240 running the same OS baseline and the same patch level and the prtdiag works just fine for a non-root user.

Any ideas on how I may go about fixing this?
