Veritas Install issue on Solaris 9

Hi Gurus,
I am trying to install Veritas 4.0 Volume Manage on Soalris 9 and
VRTSvlic pakcage fails with following error:

unable to find user install or noaccess.
pkgadd: ERROR: request script did not complete successfully

Its new build system. Solaris 9 with patch cluster 118558-11.
Please Help
