Staging and Sun SAM-FS and Sun SAM-QFS 4.0

Very new to Sam-FS/QFS.

Trying to stage a file that is currently offline on a large tape library.
The normal process is the file should automatically stage when accessed. I
also tried a manual stage <filename> with no luck. It appears nothing is
happening and the sam_stager.log file is not updating.

Any ideas as to where to start? And yes I am going through the manuals.. lol
