Best method to synchronize files

Hello there,

i'm finding myself doing lots of duplicate effort on multiple servers and
I want to find the best way to copy crucial files between servers without
opening myself up to the hackers of the world. I need to copy files that
are owned by root (like the sudoers file, /etc/passwd,
/etc/shadow) between multiple servers.

My idea, which is something we did at a previous company, was to have all
of the servers trust root via ssh and then just scp the files over
whenever necessary. I just don't like the idea of trusting root, much less
even allowing root to ssh in.

Is there a better way?

I will summarize.
