rsh permission issue

Hi,
 
Yesterday, I have tried to configure ssh, created $HOME/.shosts, $HOME/.ssh/identity, authorized keys, etc. Till the time rsh was working perfectly, now if I use rsh, it's working, but the permission is not right. for eg
 
#rsh -l root systemname "cp -r /data /data1"
 
here the permisson of data1 is always 700. Why is it so. I reverted back all the ssh settings, still rsh copies with this permission only. I want 755 permission. Could some one tell me what can be the problem. The umak setting for .profile and /etc/profile are seems to be OK.
