Missing Flarcreate in Solaris 9 core install

I am trying to make a Flash Archive of a current Solaris 9 (09/04)
install and am unable to locate the "flarcreate" command. Is there a
SUNW package containing flar and flarcreate that is not installed with
the core install? If so, could someone tell me what this package is and
what dependencies it has.
