How to suspend an account whose password has expired for n days

Hi,
 
Is there any way we can lock/suspend a user's account once
his password has expired for n days (n is a value we could specify).
 
If a tool is needed, kindly refer me to the url where I can get it.
 
One side question :
if we issue at root # prompt "eeprom oem-banner=true",
will this value stay there or it will go to previous default
value of eeprom after reboot? If it will go to previous value,
what's the command to make it permanent.
