External internet mail server, restricted accounts for outgoing mail ?

hello, Over here we have 2 mail servers, one connected to the internet
( SF V880, Solaris 9 , sendmail 8.12 , Interscan A.V. )
 in our DMZ, and one for local users. ( V450 Solaris 8, sendmail 8.12 ,
webmail )
The reasC3n for this is that not all users in the organization have the
privileges to have and internet mail account in our internet mail
server
However this presents the problem that some users (managers, and
directors) have two accounts , one in each server, this may work if they
are within the reach of our local-lan. but if they are outside of this
scope (which is often) they can't read the internal mail, because they
have no access to the internal lan.

A RAS is no option, what i would like to do is.

create all the users in the internet mail server, BUT restrict some
accounts to deliver mail within accounts in the same server, and all
other to send and receive over the internet.

Is this possible ? and if so ? how ?

any ideas are welcome...
