server doing lot of swapping

Hi,
 
I am having a server performing poorly. vmstat shows me that there are 14 processes in W column which mean these processes are swapped out. prstat show me that there are large processes in sleeping state. But there is lot of available swap space which is free and the scan rate is zero most of the time as indicated by vmstat, all cpus are idle more than 60%.
Since scan rate is zero, is it still issue with the Physical RAM shortage or something else.
 
Any ideas ?
