I can't bind to any other CPU other than cpu3. So cpu0, 1, and 2 are not
available though online.. Weird..
$ pbind -b 1 10678
pbind: cannot bind pid 10678: Invalid argument
$ pbind -b 2 10678
pbind: cannot bind pid 10678: Invalid argument
$ pbind -b 3 10678 process id 10678: was not bound, now 3
$ pbind -b 2 10678

We have an e420r with 4 cpus. But only cpu3 is always running all the
processes maxing out to 100% but none of the other 3 cpus are utilised. Any
