Ultra-Sparc IV : really slow compared to other vendors' CPUs ?

Hi,

it's always interesting to work in a heterogeneous environment with
multiple hardware-vendors, to stay conscious of the existance of other
worlds "out there".
Sun is now of course promoting the new UltraSparc-IV CPU, but I get lots
of 'rumours' that, compared to for example the HP-PA8800 processor, the
SUN equivalent is only about 60% of the speed of its HP-counterpart:

HP-PA8800 would deliver about 20000 TPMC per CPU, while the SUN-US-IV
would render only about 12000 TPMC per CPU.

Note that both types of CPUs give you effectively 2 CPU's per socket
footprint, the PA8800 is in that sense a very similar architecture as
the US-IV.

Is there anyone who can confirm this relative 'slow' performances of the
UltraSparc-IV ?

If true, why is it that SUN is still not capable to deliver CPUs that
are similar or same performance as other vendor's CPUs, so that the true
comparison of speed remains only at the Operating System level (which
-without any doubt- is way more mature on Solaris compared to HP-UX) ?

Expecting a lot of excited, or even maybe sentimental feedbacks ...
