Display warning message -- /etc/issue

I've searched Sunsolve and the archives, but haven't been able to find an
answer to my problem, though I've found similar problems in the archives.

Running Solaris 9 and using the default CDE login, I would like to display the
/etc/issue file in a "window" just below the dtlogin window. Is there a way to
do this? I thought there was a way to have a console window opened/displayed
that I could pipe the contents of /etc/issue into for display, but I haven't
had any success in finding any documentation to support that option. Someone
mentioned using xsetroot, which might work but I don't want to display across
a whole window, rather I want to display in a box below the dtlogin window,
placed near the bottom of the monitor.

I know how to change the dtlogin window (the dtgreeting option), but that kind
of ruins the look of the dtlogin windown I already have configured.

Any suggestions greatly appreciated.
