Sendmail Precedence header and message priority queuing

ALL:

I am trying to find out whether the message priority calculation is
performed on messages received by a sendmail relay when the Precedence
header is missing from a message.

Specifically, I am referring to the calculation:

priority = message size - ( class x ClassFactor) + ( recipient count x
RecipientFactor)

Does anyone know this answer?

We are using Sun's sendmail version 8.7, and yes, I know I should
probably upgrade but it's not in the cards right now.
